Bouncing along the deeply rutted ranch road behind the wheel of a modern paddy wagon, Border Patrol Agent David Hidalgo was both disappointed and relieved at the same time. The disappointment stemmed from the fact that the raid the previous evening had only netted a low level coyote and the twenty-odd AMMs (Adult Mexican Males) heâd been trying to smuggle across the border. The relief derived from the same eventâit was only AAMs, not the OTMs (Other Than Mexicans) they feared might be encountered. In this case, the intel from a contact within the Mexican Federal Police had warned that the OTMs possibly were Islamic terrorists.
Once in a while, a coyote or one of the AMMs would spark a firefight with the Border Patrol, particularly if drugs and gangs were involved. But those situations usually were manageable. The Agents were trained and equipped for it. The Islamists were a different story. They were very well trained, often by Hezbollah, the Iranian-backed terrorist group whose members were on a par with Quds forces as fighters. Even though Hidalgo and his fellow agents had been supported by a BORTAC (Border Patrol Tactical Unit) team, it would have been an unusually hazardous situation.
It had been a long night for Hidalgo and the other agents, but they werenât through yet. The prisoners had to be interrogated and processed. With any luck, they all would qualify for and elect to go through the Administrative Return process. This meant they wouldnât face any charges for illegal entry, and would be eligible for administrative deportationâno judicial proceeding and no jail time. Under this proceeding, the AMMs would be transported back into Mexico within hours. Hidalgo had no doubts that the individual AMMs would attempt to sneak back into the States within days, maybe even hours. He knew that the border situation had gotten much worse just during his two years as a Border Patrol agent. Coyotaje (people smuggling) largely had been merged with drug trafficking by the Mexican drug cartels. More and more often, the illegal immigrants were being forced to act as mules. It was becoming part of the price of passage over the border. It had begun in the late 1990s when the cartels started charging the coyotes for crossing their lands on the way to the border. For reasons that escaped Hidalgo, little had changed policy-wise. The Border Patrolâs efforts continued to focus on apprehending and deporting individual illegals, instead of combating the large and powerful organizations that ran the smuggling operations.
Compounding the problem was the growing relationship between the Mexican drug cartels and radical Islamists. Much of the heroin being smuggled across the unguarded nineteen hundred or so miles of Americaâs southern border originated in jihadist-controlled areas of Pakistan and Afghanistan. The chain of control of these drugs resided with the radical Islamists and ultimately the Mexican drug cartels. Hidalgo was well aware of the fears that jihadist operatives were smuggling everything from deadly diseases to nuclear weapons into America.
